Most will not believe even if you desire it eagerly
And most of mankind will not believe even if you desire it eagerly.

The manTuuQ of this Noble Verse is that most people will not believe even if the Messenger of Allaah (sallallaahu alayhi wa sallam) eagerly coveted that they believe.
The mafhuum of this Noble Verse is that only a small portion of people from among mankind believe [in Allaah and what He has sent].
The Verse is a consolation for the Prophet (sallallaahu alayhi wa sallam) that he (sallallaahu alayhi wa sallam) cannot guide whom he (sallallaahu alayhi wa sallam) wants to guide.
